assets() / url() without caching matters

Hello,

Not very urgent because I do it using twig concats, but could be useful to make it implicit.

When i wasn't using a framework, I generated my urls to CSS / JS files with a ?v=$filetime behind
This $filetime was a filetime("/my/path/to/file.css") which solved my customer's cache matters.
