$ chmod 777 cache/ log/ error!!

Before I try to access your newly created project, i need to set the write permissions on the cache/ and log/ directories to the appropriate levels, so that my web server can write to them but its not allowing me and giving me following error:S
can anyone help me>>


C:\development\sfprojects> chmod 777 cache/ log/

'chmod' is not recognized as an internal or external command,
operable program or batch file.

If you're running on windows (as suggested by the c:\... path) then you don't need to run chmod (since this is a linux command) and the site should work anyway
